Luis has 24 years of project management and construction administration experience in leading, planning, coordinating, revising, inspecting and supervising construction of tunnels, sewer systems, surveying and earthworks project.  He has extensive experience coordinating and building underground structures, including project cost estimates as well as preparing and evaluating subcontractor budgets and tenders. He founded Tesoli Services Corp, a company specializing in 3D high-definition laser scanning and delivering state-of-the-art reports that improve the decision-making process of our clients.
